Bosnia and Herzegovina property Bosnia and Herzegovina Parliament rejects bill on constitutional court

The Bosnian House of Representatives did not accept yesterday the Bill on the Bosnian Constitutional Court sponsored by representative Momcilo Novakovic relating a recent rural property in Bosnia and Herzegovina legislative dispute. Namely, the House of Representatives accepted the negative report of the Constitutional and Legal Commission within the House of Representatives, which means that the representatives rejected the said bill.

The House adopted a conclusion that tasks the Constitutional and Legal Commission to open the process of designing the law on the constitutional court and to organize a public debate on this.

During debate on the Bill, it was stated that this is a crucial issue for functioning of legislative government of the Bosnian state and institutions such as the Council of Ministers and Presidency should engage in resolving this issue.

The representatives have also rejected Novakovic’s Bill amending the Law on VAT, which envisaged reducing of the VAT rate from current 17 percent to 14 percent.

The representatives adopted in first reading the Bill amending the Bosnian Election Law sponsored by the Bosnian Central Election Commission. The proposed amendments envisage the manner of electing the missing delegates in the FBiH Entity House of Peoples and prescribe the manner of staffing the Entity and State Parliaments in case of exhausting the compensation lists for distribution of mandates.

The House also adopted the Bill amending the Law on Market Supervision in Bosnia, which says that the residence of the Agency for Market Supervision would be in Sarajevo.

The House of Representatives adopted the Bill amending the Law on Central Records and Data Exchange.

In continuation of yesterday’s session, the representatives also debated the Bosnian Institutions Budget Proposal and International Commitments for 2007.
